enVision.ca was conceptualized based on the results of three main initiatives: the provincial government’s Social Policy Advisory Committee consultations, the Community Services Council (CSC) Values Added Research consultations, and the Atlantic Canada Opportunities Agency (ACOA) – CSC Roundtable on the Role of the Third Sector and the Social Economy on Regional Development in Atlantic Canada. Consultation discussions by CSC with voluntary, community-based organizations identified a need for a communications mechanism that would provide a more effective information flow with and within the voluntary, community-based sector in the province. Governments have initiated major programs to connect Canadians within the global information world. Connecting Canadians is the federal government's vision and plan to make Canada the most connected country in the world. The private sector, governments and agencies, communities, and individual citizens have been targeted to participate. This initiative includes the VolNet Program, administered by Industry Canada, which assists voluntary organizations to get online. Work began on a detailed proposal for enVision.ca (initially spelled N-ViSIoN) in 1998 when a proposal was submitted by CSC and approved by ACOA to further outline the enVision.ca concept. CSC prepared a detailed proposal for the enVision.ca project as the primary online information source for Newfoundland and Labrador’s voluntary, community-based sector. Funding was received and work on the enVision.ca vortal began in 2001.
